The Infrastructure Intelligence Office (IIO) generates primary intelligence for the inference era. We build analytical capacity for middle powers, emerging economies, and exposed states governing the compute infrastructure that increasingly shapes their economies, security, and strategic autonomy.

Our work is grounded in field research across compute and critical mineral supply chains, revealing persistent gaps between policy frameworks and operational realities in contested infrastructure systems.

We track how compute power concentrates, dependencies form, and leverage can emerge as governance frameworks evolve, yielding foresight into the conditions under which AI sovereignty becomes viable.
